The Internet has become a new platform of civic participation in public governance and also become a new way for people to express thoughts, make appeals and recommendations, and participate in politics. To participate in public governance across network has also become a new normal for people to participate in public governance and politics. To make the survey on the civic cyber participation in public governance, especially the survey on the participation efficacy, plays an important role in promoting the standardization and effectiveness of civic cyber participation and propelling the development of public administration.Generally, it can be found that the current problems existed in the civic cyber participation mainly include, the inequality caused by the information gap, the irrationality in participation, the prominent potential safety hazard in network, the general disorder in the civic cyber participation and governments’ negative response to civic cyber participation. At the same time, citizens’ evaluation on their participation efficiency is generally not high. The factors to influence on the efficacy of the civic cyber participation mainly include the citizens’ participation skills and levels, the conditions of civic cyber participation, the general level of public administration, governments’ support for the civic cyber participation, and citizens’ sense of achievement to the civic cyber participation. To increase the participation efficacy, it is necessary to renew the idea of government public governance constantly, to strengthen the construction of civic cyber participation abilities in public governance, to enhance the conditions of civic cyber participation and to intensify the great supervision of network media.
