A Study On The Path To Improve The Efficiency Of Citizen Network Participation In Public Government In China

The development and popularization of the Internet has brought about great changes to the participation of citizens,which has greatly stimulated the enthusiasm and enthusiasm of citizen network participation.As Internet users "group" of the largest countries in the world,the citizen network participation has become a new form of citizen political participation in our country,people can express demands through the network platform,make recommendations,participate in,more directly and effectively participate in public governance in our country.Citizen network participation has changed the traditional mode of citizen political participation,expanded the scope of citizen political participation,and enhanced the efficiency of citizen political participation.,therefore,to carry out the network era citizen network participation in public governance problems especially in effectiveness studies,to promote the standardization of the citizen network participation,improve network involved in effectiveness,promote the development of public administration is of great significance.This article takes the principle of combining theory and practice,in the collection and analysis of related research reports,case,data and other information,on the basis of the our country citizen network participation in public administration performance problem carried on the thorough research.This paper first describes the meaning and main content of public governance theory,the connotation of the citizen network participation and network citizen participation in specific ways,political efficacy,and self-efficacy has carried on the detailed elaboration,and based on this theory support in-depth analysis problem of citizen network participation in public administration in our country and its root,drawing on experiences of Singapore and the UK citizen network participation experience,finally put forward the response to our country citizen network participation in public administration efficiency is generally low some concrete countermeasures.The current our country citizen network participation in public administration is poor skills and level of citizen's network participation,government response to the citizen network participation negative,the citizen network participation channel is not much,the citizen network participation is lack of necessary legal norms,the influence of traditional political culture of citizen's political participation demand and so on.The root of the problem is the lack of Internet penetration is low and the application of training,the Internet and the development of e-government to bound the government's response ability insufficient,government information publicity,network legislation is not standard,the government governance idea obsolete,etc.Increase our country citizen network participation in public administration efficiency,should attach great importance to thecultivation of rational citizen participation and citizen network participation skills upgrading,to strengthen the construction of citizen network participation in public administration ability step by step;To establish the government response mechanism and establish the efficiency complaint center to improve the government's response to the Internet technology and to control the capability;We should constantly improve the administration system and data utilization and processing capacity of the government network,and constantly strengthen the government network to ask the platform construction;It is necessary to strengthen the legislation and the supervision of network media to strengthen the legal and mechanism construction of citizen network participation.It is more important to reposition the government and improve the governance system to promote the renewal of the government's public governance concept.
