Reform Of Decision-Making Mechanism Of WTO

WTO as an international economic co-management organizational plays an important role in international economic and trade development. But with the economic development and the rapid raise in developing countries, the old decision-making mechanism which was designed by developed countries has been unable to adapt to the new changes. it is difficult for WTO’s member to reach an agreement and WTO decision-making mechanism needs to reform.Main contents of the paper consist of five parts.The first part just simply points out the major problems facing the WTO decision-making mechanism and covers research significance, current research status.The second part makes a brief generalization of WTO decision-making legal system and analyzes the undemocratic and no agreements problems and so on at the same time.The third part mainly analyzes the reason that the WTO decision-making mechanism and supplementary decision-making mechanism” the green room” formed and their advantages and disadvantages.The forth part mainly compares the current measures to reform WTO decision-making mechanism and points out their strengths and weaknesses to provide advice for this article.The fifth part points out that the following measures should be taken to reform WTO decision-making mechanism: first, the transition from negative consensus to positive consensus; second, the voting rules should distinguish between procedural and non-procedural matters. As for procedural matters, voting should be applied and as for non-procedural matters, positive consensus rules should be applied; Third, solving the legitimacy, representativeness and transparency of “The Green Room”.
