The Study On The Issue Of Social Deliberation In China

As the deepening of reform and opening up along with the rapid development of economy, politics and culture in our society, profound change is tacking place in social structure, and social interest arrangements has been undergoing a continual reallocation process. Owing to all these situations that happened, our society has gradually become modernistic and pluralistic. Traditional democratic theory and electoral method can not completely suit the change of a pluralistic society, so the social deliberation emerged under the social background. Based on the practice of deliberative democracy in our country, this thesis studies social deliberation from a perspective of the development of democratic politics in China. Firstly, this thesis elaborates the concepts, characteristics and constituents of social deliberation on the basis of the theory of socialist deliberative democracy. Secondly, it describes the current practice of social deliberation in our country, and discusses the problems and analyzes the reasons. Thirdly, the thesis search for the countermeasures to establish the institutionalization and standardization of social deliberation system, which can promote the development of extensive, multiply and systematical deliberative democracy and democracy construction in China.This thesis is divided into five parts. The first part summarizes research background, research significance and research situation, etc. The second part is the main chapter in the thesis. This part illuminates the concepts, characteristics, constituent elements and theoretical bases of social deliberation, and tries to build the theoretical framework of social deliberation. The third part shows the current practice of social deliberation, and summarizes the different forms of social deliberation. The fourth part discusses the problems in the practice of social deliberation, including system construction, the practice and public participation, and analyzes relevant reasons. The fifth part puts forward the countermeasures of social deliberation. This part emphasizes to establish and perfect the social deliberation system, tries to realize the equality of social deliberation, focuses on the cultivation of citizens’ political quality and social organization, and establishes an effective supervision system.
