Study On Approval System Reform Of Enterprise Investment Project In Huizhou Daya Bay Development Zone

Since the reform and open policy, as an important means of the government managed thesocial and economic affairs, administrative examination and approval has played a positiverole in the economic construction of our country. With the development of socialist marketeconomy, the effective allocation of resources through the implementation of economicbehavior of government intervention has no longer meet the requirements of the marketeconomy, instead reform has been imperative to meet the opportunities and challengesbrought by the economic globalization. At present, central and local government took thereform of administrative examination and approval system for the promotion of localeconomic development and the transformation of government functions. In recent years,Government of Huizhou municipal took a bold attempt in the administrative examination andapproval system reform and innovation, especially in the most complex, the broadestenterprise registration and investment project approval system reform and innovation. As thearea of the first state-level economic and Technological Development Zone, reform of theadministrative examination and approval system of Dayawan development district is piloting,and achieved certain results, which is guided by the reform of the administrative examinationand approval system of Huizhou municipal.The main line of this article focus on the enterprise investment approval system reformof Dayawan development area, combined with the relevant circumstances of other districts inHuizhou city(Huicheng District, Chong Kai hi tech Zone, etc.).It reviews and introduces thebright and the effectiveness of the reform system which is classified as a longitudinal and avertical(a longitudinal: refers to the enterprise registration reform, a vertical: refers to thereform of the investment project examination and approval system), include the summary tothe implementation of the registered capital, the promotion of industrial and commercialregistration and operation of project approval phase separation and so on. The main content ofthis paper includes: firstly introduces related concept of administrative examination andapproval, next to Dayawan Development Zone before the reform of administrativeexamination and approval system such as: cleaning and project approval, cut fees and otheraspects of the situation are summarized, and then in what background do the " a longitudinaland a vertical examination and approval system reform take place, its main practices andhighlights, analysis of its problems and reasons; then analyze from the reform of theadministrative examination and approval system of the domestic and foreign experience, andfinally put forward further thinking on the reform of the administrative examination andapproval system of Dayawan development zone.
