Research On The Reformation Of The Administrative Examination And Approval System

The reformation of the administrative examination and approval system is becoming a hot topic in the reformation of administrative system in our country since 1998. The reformation of the administrative examination and approval system is very important for this reformation on the purpose to transform the function of the government. This reformation has made a good progress, but there still are problems and disadvantages, such as system innovation power insufficient, system reform unmatched and scarce follow-up supervising and so on. It is significant to analyze and do research these problems and rebuild administrative examination and approval system under completely new international and domestic conditions. As for this, the paper reviews the developing process of the reformation, and analyses the problems. Then it analyzes the reasons and the institution of the motive power of the reformation with the theory of New Institutional Economics and Cost and Income, and points out that the system innovation is the most important. Based on this, the paper raises some proposals of reformation ways and institution innovation to reformation of the administrative examination and approval system in hope of promoting the reformation in our country.
