Study On Reform Of Administrative Examination And Approval For Enterprise Investment Project In Development Zone

In this thesis, the reform of administrative examination and approval for enterprise investment project is taken as the starting point and end point in research of service-oriented government. Through the research about the reform of administrative examination and approval for enterprise investment project in KQ development zone, which is currently being undertaken in-depth analysis, the positive effects and the parts where is yet to be perfect will be dug up, and can make the topic relevantly and operable. What’s more, literature research, empirical analysis, comparative analysis and other methods were used in the research to clarify our thoughts and broaden our horizons in the reform of administrative examination and approval for enterprise investment project in our development zone and would help to bring new integrated solution for service-oriented-government-building program.This paper is divided into six chapters.Chapter 1:Introduce the research background, foundation base, combing the available documents and literatures; explain the difficulties and possible innovation research.Chapter 2:Describe the theoretical choice of the reform of the approval investment project in development zone. On the basis of the service-oriented government theory and process reproductive theory, analysis necessity and inevitability of the reform of administrative examination and approval for enterprise investment project in development zone, and to propose a fresh reform path which is fit for the situation and development direction of the development zone.Chapter 3:Based on the implement of the reform of administrative examination and approval for enterprise investment project in KQ economic development zone, to clarify the analysis of the basic situation of reform and emerging issues. By the analysis on the situation and comparative advantage of the reform in KQ economic development zone where the method of approval for the enterprise investment project has been upgraded from "high-efficiency-censorship credit" to "non-censorship-required credit", to prove that to promote the reform of administrative examination and approval for enterprise investment project is the inevitable choice for the government- functions transforming and the service level improving.Chapter 4:Describe the relevant factors which would affect the process of reform of administrative examination and approval for enterprise investment project in KQ economic development zone. Explore the relevant elements of ways to optimize, promote and deepen the reform, by analyzing the difficulties and blind spots that exist in the process of reform.Chapter 5:Through the analysis of approval or regulating methods of domestic and foreign government, to learn typical experience and to discuss the policy choices and direction in the deepening of the reform of administrative examination and approval.Chapter 6:Based on the analysis and discussion in the previous section, combined with the situation of KQ economic development zone, to propose the further path and reform program in approval reform promoting.Research and innovation of this paper is mainly reflected in the following aspects:(1) To broaden the visions of the reform of administrative examination and approval in development zone by the reform of administrative examination and approval for enterprise investment project and to propose that the reform of administrative examination and approval is systematic, which should be integrated with "simplify administration and transfer power to a lower level" and intensify supervision and control.(2) To propose the new theory for 020 service in service center or town hall of development zone, to emphasis on open administrative information and to give more consideration to both efficiency and fairness.(3) To give a new annotation for the examination and approval agency system—the government designate project managers to complete the project commission before the project running, to take charge of supervision and control while the project is running and to share information between the government and enterprise throughout the project.
