New Media Diplomacy:A New Form Of Public Diplomacy

As human society entered the Internet era,the field of international relations showed a new trend of borderless, national diplomatic activities became more and more depend on cyberspace. Since the new media diplomacy has an important impact on public diplomacy,and in the time of information globalization gradually deepen and civic consciousness began to rise,more and more countries tried to use new media to communicate with other countries’public.These countries countries try to use this way to expand their influence worldwide and looking for international public’s support for the countries’ own behavior. Essentially,as a form of public diplomacy,new media diplomacy is the complement and evolution for traditional diplomacy in the time of globalization and informatization, it’s an important measure for a country to shape the international identity and improve national soft power in the information society. The minimum requirements of new media diplomacy is to prevent network attacks, to protect national security information; it’s highest pursuit is to disseminate national value concept better,create a favorable public opinion environment for national development and help the country to maintain national interests in the global scope.This paper take the country’s new media diplomacy as the research object, aims to study the meaning,characteristics and rules of new media diplomacy,analyses the diplomatic activities the effect of new media diplomacy bring to diplomatic activities, combine the reality of our country,explore The development countermeasure for our country’s new media diplomacy. The article is divided into four parts as follows:Chapter one, the meaning, production process and development conditions of the new media diplomacy. From new media,leads to the concept of new media diplomacy,through the analysis of the generating process and development condition of new media diplomacy, shows that the new media diplomacy is one of the trends of the current diplomatic activity. Chapter two,the features and operation mechanism of new media diplomacy.Compare new media diplomacy with traditional diplomacy, combing the characteristics of new media diplomacy and running mechanism, and through the analysis of specific case, explain how the new media diplomacy achieve national interests and goals,makes a further illustration of characteristics of the features and operation mechanism of new media diplomacy. With it’s unique operation rules, new media diplomacy put into use worldwide by many countries,and this must bring some new influence and function for international politics and diplomatic activity. This section transfer the perspective to China, points out that with diplomatic activities and media’s connection became more and more close,China should establish a positive outlook to the arrival of the time of new media diplomacy. This chapter analyses the opportunities and challenges that new media diplomacy brought to China, from the aspect of new media diplomacy idea, resource and organization construction, provides countermeasures for China’s new media diplomacy development.
