The Research About The Status Quo Of The Chinese Communist Youth League’s Participation In Social Service

"We should support People’s organization such as Trade Unions, the Chinese Communist Youth League (CCYL) and Women’s Federation in fully playing their roles as bridges linking the Party and government with the people, voicing public concern and protecting people’s legitimate rights and interests. " This is an important policy has proposed to strengthen the social management in the text of the 18th National congress of CPC. As development of society and economy, kinds of social problems have put forward higher requirements in social management for the Party and government. Therefore, to strengthen and improve the social service and to lead the people’s organizations fully exert their role has been an important transformation for the Party and government. The CCYL, as the bridge linking the Party and the youth, should play its own social functions in an effective way. In order to provide better service for the youth, the CCYL should participate in social service actively and carry on the function of managing and serving the youth, which is bestowed by the Party and government.This essay, utilizing the Taiyuan Youth League Committee as an empirical case, analyzing the current situation about the participation in social service in depth through five aspects,that is teenagers participation in volunteer service, services for youth employment and entrepreneurship, services to maintain teenagers rights and interests, show services for youth to making friends and assistance services for At-Risk youth. After careful observation and careful researchand, finding the CCYL faces some outstanding problems and challenges during the participation in the social service, one is formalism, two is the lack of implementation, three is the limited effect, etc.How solve these problems in order to exert the role of CCYL fully and find the effective way in the participation of social service has been new and important subjects in the theoretical research. This essay, through in-depth investigation, found the underlying reasons for this dilemma in the environment, system and organization, and the specific reasons is that complicated social environment, the appearance of new features among adolescent society, Hyper-Politicized function positioning, insufficient funds investment, backward and conventional work patterns and means, Low-Calibers leading cadres. Finally, the essay formulates the countermeasures to improve the CCYL’s participation in social service from six aspects, that is:ideological work for the youth, the coverage of league organization, the input of funds, the improvement of working methods, the establishment of integrated service platform.
