With the transformation and upgrading of the economy and the rapid development,the young people's learning and living conditions in the new era are fully optimized.In the process of growth and development,the problems faced by young people are not reduced due to social progress and economic development.There have been different difficulties and problems from the past.For young people who are vital forces and reserve forces for economic and social development,it is imperative that professional and accurate social work services be used to help them resolve ideological problems and resolve problems in their lives.Since the 18 th CPC National Congress,the conference on improving the mass organizations' operation of the CPC Central Committee were held,the CPC Central Committee's opinions on strengthening and improving the work of mass organizations,and the �Mid-and-long-term youth development plan(2016-2025)� were held.The CPC Central Committee's group work conference held since the 18 th CPC National Congress,the CPC Central Committee's opinions on strengthening and improving the work of mass organizations,and the �Mid-and-long-term youth development plan(2016-2025)� were held.We have made important arrangements for the social work service of youth work through the purchase of services,participation in government procurement services,and in particular the purchase of social work services for young people.The Communist Youth League of Liaoning has continued to explore and practice young people's social work services under the coordinated promotion of all parties,and has made some progress.At the same time,there are still many problems.The problems are mainly focused on the inability of the services provided for young people to meet the needs of the development and changes.There is a gap between the requirements for deepening the reform of the Communist Youth League and other mass organizations,accelerating the transformation of government functions,and innovating social governance.The main reasons are weak awareness in promoting services,slow progress in the transfer of government functions,ineffective reform of the Communist Youth League,and youth social organizations undertake capacity and so on.The paper has optimized the design of purchasing social work service of youth from the Communist Youth League of Liaoning Province,and proposed reasonable measures to ensure the implementation of purchase from the perspectives of sound purchase of service policies,improvement of institutional mechanisms,increased capital investment,and strengthening of youth social organizations.The paper comprehensively used literature research methods,investigation methods,system analysis methods,and other investigation methods.Through consulting materials,sorting out relevant documents,and conducting on-site visit surveys,relevant theories and practices were used to conduct comparative studies at home and abroad to explore further improvement of social work service of youth from the Communist Youth League of Liaoning.
