The cadre system is an important part of the party building and the political reform.In the new journey of " Four Comprehensives", deepening the reform of the cadre system not only can provide a wealth of theoretical and practical material for political science, public policy, human resources management and other subjects, but also will have an significant impact on fundamental factors such as political system, mechanism and institution which influencing the national governance systems and ability. Therefore, deepening the reform of the cadre system has the extremely important theory value and the practice significance.In a sense, the reform of the cadre system is a process of optimizing allocation of public posts and an important policy to solve the problem of the public areas. It demands that the party and the government should follow and adhere to the public value and use public power to balance the interests of all groups. Therefore, the theory of public policy can provide a suitable research tool for the reform of the cadre system. This paper, taking Shenzhen city as a case, applies the policy implementation theory to the research of the reform of the cadre system and builds an analytical framework of the causes of the problems and suggestions according to "Horn-Meter" System Model.The mainly research methods of this paper include document research, case study method and survey research. The first chapter of this paper is the introduction. This chapter analyzes the background and significance, related research review, research methods and content of the policy implementation of the cadre system reform. The second chapter is the definition of the core concepts and related theories. This chapter mainly explains core concepts that are related to the study, focusing on the analysis of the origin, the connotation and the value of the policy implementation, defining meaning and the logic connection of "Horn-Meter" System Model and other theories that are directly related to the reform of the cadre system. The third chapter is about the process and problem of the policy implementation of the cadre system reform in Shenzhen City. This chapter, based on the selection of Shenzhen city as a case study, reviews the history of cadre system reform in Shenzhen City and studies the measures and effects when the cadre policies are carried out in Shenzhen City. The fourth chapter is the analysis of the problem for policy implementation of the cadre system reform in Shenzhen City. Based on the analysis of several major issues of policy implementation performance, this chapter studies the causes of problem through "Horn-Meter" System Model. The fifth chapter is about the optimization strategies. This chapter has put forward some target guidelines and suggestions to optimize the implementation of policies. The sixth chapter is about conclusion and rethink.
