Public opinion, as the most important mode of communication for public managers of civil society, serves as an important role. It is an important way to understand people’s social consciousness, but also detecting the appropriateness of an important touchstone of public management decisions.In public management, various public events happens, such as earthquakes, tsunamis and other natural disasters. The outbreak of a major epidemic and so on, is generally attributed to public emergencies; it has high intensity, a large number of audiences, affecting a wide range. It is a long-term sustainable and stable development of important premise. So, taking public opinion and scientific management methods, will contribute to build a harmonious society indispensable system construction.In fact, the development of public opinion and the inherent law of exploration and research are in order to try to create public opinion management style more suited to modern law of social development.
