Study On The Public Welfare Social Organizations Involved In The Inheritance Of Folk Culture

With the fast social development, the traditional culture, which is represented by the folk custom, is now being declining, which is absolutely obvious in the city. People are used to the “fast food culture”,as a result, much of the traditional culture has been ignored. However, on the other hand, the public welfare social organizations are growing tremendously, playing a very important role in the folk custom inheritance. Due to its non-government, non-profitable voluntary and public welfare features, the public welfare social organizations are playing the part of blenders and extenders during the process of the folk custom protection and development. Therefore, how to guide and promote the public welfare social organizations playing a more important role in the folk custom inheritance is now becoming a important and realistic topic for our society.This paper targeted at the public welfare social organizations in Ningbo, and made a lot of research on the first-hand profiles of many public welfare social organizations taking part in the folk custom inheritance. In the paper, we take Ninghai Travel Association and the Dragon Boat Association of Dong Qianhu Travel Resort as typical examples. By these two examples, we made a deep analysis on the current status of the folk custom inheritance and an introduction to the experience of the folk custom inheritance by the public welfare social organizations in Ningbo. We also made analysis on the scales, personals and enforcement of those public welfare social organizations taking part in the folk custom inheritance. We discussed the main aspects of hindering the public welfare social organizations to inherit the folk custom by analysis the government, fund, management system and public awareness. Finally, in this paper, we proposed some measures to enhance the public welfare social organizations inheriting the folk custom-by starting with establishing the development platforms, strengthening the team construction, optimizing the law system, improving the purchase service, reinforcing the management system and guiding the public participation, as a result of which, inspiring the potential of the public welfare social organizations inheriting the folk custom eventually.It has a realistic meaning to protecting the folk culture heritage, preserving the folk art and inheriting the culture essence by making researches on the inheritance by the public welfare social organizations in Ningbo. And these researches will be references and theoretic guide to those public welfare social organizations taking part in the folk custom inheritance, as well as to promoting the standardization and institutionalization of the public welfare social organizations in China.
