The Research On The Construction Of Industrial And Commercial Admininstrative Law Enforcement Efficiency

In recent years, on account of a series of reforms have been carried out in the internal industrial and commercial system, how to promote the efficiency construction of administrative law enforcement in the basic industrial and commercial departments has become a new task and question faced by basic industrial and commercial staff during the law enforcement. New public service theory is about the theory of administrative effectiveness and the domestic practical experience is the premise and basis to explore promotion of basic industrial and commercial administrative effectiveness.This paper has summarized and explored the approaches in promotion of administrative law enforcement effectiveness via sorting out domestic and international theoretical researches on administrative effectiveness and studies on promotion of administrative law enforcement effectiveness by China industrial and commercial system. This paper has conducted the on-site questionnaire to current situation of administrative law enforcement effectiveness by Songxi industrial and commercial bureau using methods of case analysis, investigation and analysis and documentary analysis in order to know the current situation of administrative law enforcement effectiveness at Songxi industrial and commercial bureau. After finishing the survey at Songxi industrial and commercial bureau is to expound the universal analysis in influencing factors to administrative law enforcement effectiveness by basic industrial and commercial departments via case studies of Songxi industrial and commercial bureau. The majority of basic industrial and commercial departments have following three main influencing factors:high or low quality of personnel, good or bad law-enforcing environment, and whether or not the oversight mechanism is perfect. Those issues will restrict to promote the administrative law enforcement effectiveness by basic industrial and commercial departments.Finally, This paper is to put forward the strategies in promotion of administrative law enforcement effectiveness by basic industrial and commercial departments:Firstly, it shall improve the law enforcement capacity levels of law enforcement officers. Secondly, it shall create a good law enforcement environment. Thirdly, it shall perfect the internal and external supervision mechanism of the society.
