Problem And Countermeasure Research Of Basic Industrial And Commercial Administrative Enforcement In Our Country

Under the background of the state council "Comprehensively promote administration according to law implementation summary" put forward the basic requirements of administration according to law,the state ministry of commerce and industry in accordance with the administrative higher standards and requirements are put forward.At the grass-roots level of the ministry of commerce and industry as the basis of China's industrial and commercial administrative enforcement work,is the important guarantee of the ministry of commerce and industry.This paper takes the N county in Hubei province industrial and commercial administrative enforcement of law as the specific research object,use the county department of industry and commerce administrative law enforcement personnel,administrative punishment cases number,type of cases and so on data of 2011-2015 for quantitative analysis,summarizes the main types and characteristics of the case,through literature study,questionnaire,interview,case analysis and other methods analyzes the problems existing in the industrial and commercial administration enforcement at the base,Found at the grass-roots level industrial and commercial administrative law enforcement'main problems are law enforcement phenomenon was general,cross problems of function,the irregular procedure of law enforcement and law enforcement team quality is not high,then from the legislative,administrative system and law enforcement team construction and financial security efforts in four aspects to analyze the causes of the problem.This article targeted from four aspects of perfecting administrative law enforcement system,standardize law enforcement procedures,improve the quality of law enforcement personnel,increase investment in personnel at the grass-roots level and fund to put forward countermeasures and suggestions,the purpose is providing more comprehensive theoretical basis for basic industrial and commercial administrative law enforcement personnel,promoting the basic industrial and commercial administrative law enforcement administration according to law,increasing the efficiency of the administrative law enforcement,serving the development of local economy better and making contributions to the development of local economy.
