Study On The Law Enforcement Dilemma Of The Administrative Law Enforcement Personnel At The Grassroots Level Under The New Situation

In recent years, the Industrial and Commercial Administrative system has undergone a series of changes. The first is the reform of commercial system,what has had implemented the way of management market from the "yan jin kuan guan" to "kuan jin yan guan",at the same time,reduced the market access threshold, resulting in total market spurt of growth. There is no doubt that law enforcement at the base of the regulatory work put forward higher requirements. Followed by the industrial and commercial system reform, not only lead to the loss of part of the law enforcement personnel, but also greatly weakened the law enforcement capacity at the grass-roots level. Grassroots industry and commercial law enforcement departments are the forefront of the work of industry and commercial work, but also the main position of administrative law enforcement, to face all types of market players and the broad masses of people, is the most concentrated business and law enforcement departments. And the grass-roots industrial and commercial law enforcement officers, which are representing the image of the industry and commerce, are the guardian of the market and the power of the implementation. Therefore, under the background of the new reform, it is of great practical significance to study the plight of law enforcement personnel at the grassroots level and put forward feasible suggestions and solutions.In this paper,it has taken the grassroots industrial and commercial law enforcement officers as the object of study, using the literature analysis, case analysis questionnaire survey,interview and deductive reasoning method .It has taken Xiang Zhou area of Xiang Yang Industrial and Commercial Bureau as the example, summed up the emergence of grassroots industrial and commercial law enforcement officers facing difficulties . There are three major dilemmas: law enforcement process, law enforcement and law enforcement psychological difficulties. Combined with the principle of administration according to law and establishing the rule of law and industry, it takes the new public service theory as the theoretical basis,deeply analyzes the causes of the difficulties of law enforcement personnel at the grassroots level,and puts forward some feasible suggestions in theory. Firs of all, we need to optimize system construction .Secondly, we need to strengthen cadre education and training work. Finally,we need to improve service concept improve the law enforcement and supervision. This paper attempts to analyze and explain the prevalence of grassroots law enforcement and its predicament through case study. On one hand, it is of great significance to combat the illegal behavior,create a fair market economic development environment and promote the healthy and rapid economic development. On the other hand, it will help to improve the credibility of the government and the rule of law.
