Research On The Power List System Of Local Government

At present, China’s reform has entered a crucial stage and the deep water area, the difficulty and complexity unprecedented. In order to promote the reform and continue to go deeper, so that people can enjoy the bonus of the reform, there is an urgent need to take measures to promote national governance system and governance capacity modernization. Under this background, the Third and Fourth Plenary Sessions of the Eighteenth National Congress of CPC demanded that administrative power list system be carried out so that administrative power of governments at various levels will be made public and performed in accordance with the law and in the sunshine.Administrative power list system means:get to the bottom of the power of local governments and their administrative departments, the name of each power and implementing subject, as well as the basis for the establishment, and then make them known to the public. This kind of management with its concrete, clear and practical operation and other characteristics, has become the prevailing international management mode. Implementation of the list of administrative power system, has a positive meaning to promote the law of administration further, and to construct the rule of law government, responsible government, clean government and the sunshine government.Since the Third Plenary Session of the Eighteenth National Congress of CPC, the provinces and cities have begun to try to establish a administrative power list system; different provinces and regions have their own characteristics. The author, as a full participant of the Ji’nan city to implement the administrative power list system, has a more in-depth experience of the the overall situation and the specific characteristics of the work. This paper is also based on the analysis of the formation of the Ji’nan work practice.This paper first explains the basic concept and connotation of the administrative power list system, then introduces the practice and evolution of the country, and discusses its significance. Secondly, based on the work of Ji’nan City of Shandong Province, this paper introduces the main principles, basic conditions, the overall characteristics of the system and the preliminary results of the publication; thirdly, combined with the actual work, this paper expounds the power list system itself and the problems of the specific job deployment in Ji’nan, and puts forward some basic ideas of these problems; Finally, some suggestions are put forward to further improve the system of administrative power list.This paper is divided into five parts:The first part is the introduction. The second part is the summary of the list of administrative power, including the basic concept and connotation, local practice and evolution, and the implementation of the power list system. The third part is the practice of the implementation of the administrative power list system in Ji’nan City. The fourth part, the main problems of the implementation of the list of administrative power in Ji’nan city.The fifth part, suggestions for improving the administrative power list.
