Research Of The Problem Of Streamline Administration And Institute Decentralization Of Local Government Based Upon The List Of Administrative Examination And Approval

According to "The Guidance on the Implementation of the Policy of Power List of Local Government Departments at All Levels" issued by General Office of the Communist Party of China and General Office of the State Council, the provincial governments and city and county governments should basically finish the work of publishing the power lists of government departments and public institutions with executive functions according to law by the end of 2015 and by the end of 2016 respectively. Since then, the policy of power list shifts from former exploration and experiment only in some provinces and cities to the implementation throughout the country. It can be seen from the practices from place to place that the core part in the power list is the list of administrative examination and approval.As a policy, the list of administrative examination and approval has been implemented for years. There are also exploration and progress of different levels all over the country. However, in the context of streamline administration and institute decentralization, the implementation of the list of administrative examination and approval currently does not fully play its role. Such problems as many items, complicated procedures, long cycle and high cost of administrative approval still have not been fundamentally resolved. The decentralization of items of administrative approval is not complete. Many of and approval items are resolved by the government in exchange for increasing speed and improving efficiency. It is necessary for the list of administrative examination and approval in itself to cover everything in a glance and also to implement the requirements of decentralization policy of the central government, which is filled with many problems. It is worthy of further study of how to resolve these contradictions, correctly grasp the main contents of the work of streamline administration and institute decentralization, and balance the interest relationships of the parties.The related theories of public management serve as guidance in this paper. Based upon the practices of the list of administrative examination and approval implemented in District B of City A, through the comparative analysis of some important data, the underlying causes of hindering streamline administration and institute decentralization are analyzed. The reform trends nationwide and the experiences and practices of implementing the policy of the list of administrative examination and approval in other cities are combined. For further promoting the work of streamline administration and institute decentralization of local governments, the operation and improvement scheme with "Be Lawful and Standardized. Integration of Power and Responsibility. Combination of Noninterference and Management" as the core principle is proposed. It provides decision reference for District B of City A implementing streamline administration and institute decentralization and deepening the policy reform of administrative examination and approval. It also provides some references for the implementation of decision and deployment of the CPC Central Committee and State Council in different places and the promotion of modernization of national governance systems and governance capacity.
