| With the deepening of China’s reform and opening up process, the emergencies caused by all kinds of criminal crimes, social conflicts, social management and other issues become evident in small and medium-sized cities. This article is written from the perspective of the Public Security Organs, takes the emergencies occurred in Jincheng of Shanxi province as the research object, and draws the lessons from the theory and practice to deal with emergencies at home and abroad. Through the analysis of emergency data in the last five years of Jincheng City, the emergencies are classified into three categories, that is, criminal cases, social contradiction, and accidents according to the causes. The article focuses on the analysis of the characteristics of three kinds of emergencies. Based on the disposal of emergencies by Public Security Organs, five basic elements are discovered that influence the emergency disposal, namely, team quality, police configuration, intelligence information, command and dispatch, public opinion guidance and the current problems of the five main elements in the basic Public Security Organs. Based on five factors that influence the effect of emergency disposal, the article analyzes the relationship between the five elements exists in the process of handling emergencies, which is the accordance to build the model of the Public Security Organs to handle emergencies. At the same time, according to the emergency disposal mode, based on the actual situation of basic public security work, respectively, the basic Public Security Organs in the five elements of work is improved to further enhance the effect of five factors in the disposal of the emergencies by Public Security Organs. Finally, according to the requirements of the emergency disposal mode, the criminal case, social conflicts, accident emergency handling mode are specifically constructed. Through three typical cases to verify the effectiveness of the disposal mode, good practical effect has been achieved. |
