In order to know the implementation of the University Student Village Official program in Ruian County, and the development and feeling of the university student village official, this paper did the investigation and analysis of the development situation of the University Student Village Official of in Ruian County.Through the questionnaire survey, random sampling, interview and typical case, we did the investigation and analysis of the development situation of the University Student Village Official of in Ruian County. Through the questionnaire survey of the University Student Village Official on-the-job, it has reflected their psychological demands so that it can help the relevant departments to formulate a more perfect long-term development mechanism of the University Student Village Official. After investigation of the people who have already left the university student village official team, we put forward the countermeasure to attract more University Student Village Official according to their leaving reason. And after deep interview with the correlated chief of county, town, and countryside, we can know the social identity of the University Student Village Official. What’s more, though the statement of the good practicing and good experiment during the process of the implement of the University Student Village Official’s program, it can be as the reference of other places. Through the research, many problems appeared during the process of the implement of the University Student Village Official’s program:the increasing number of the University Student Village Official, but quality is affected; serious brain drain; the different treatment in different area. At the same time, from the research of the feeling of the University Student Village Official, we have collected many problem, for example, they were forced to take a series of menial work, no chance to use professional knowledge, low wages,no attention, no development after the expiration of the contract, monotonous training, etc. In view of the problems above, we have summarized the reasons from the aspects of system, environment and individual as follows:misunderstanding of the University Student Village Officer’s program due to the traditional rural ideological; the lack of relatively perfect policy and management mechanism; the problem of the University Student Village Officer by themselves etc. All of these problems will affect the development of the University Student Village Officer.
