The innovation of government management system with compulsory is bound to experience from concept, idea, decision and design to the operation which will ensure that the innovation truly fall to the ground. "Middle public servants" is the decision makers and the practitioners in the innovation process and their motive and behavior is the key factors to the innovation success. Since the 1990s, our country started the innovation practice of "small government, big society". Pudong is the typical representative of this practice. In the compulsory process from ideal model to the actual landing with the advanced concept guidance and national strategy, the behavior and effects of "middle public servants" in Pudong has more representative.Therefore, under the innovation background of "small government, big society" institution of Pudong, this paper took the "middle public servants" of Pudong Social Development Bureau as the specific research object, analyzed the motive, behavior and effects of them by the method of material, interview and data. The study found that the behavior of "middle public servants" has three characteristics:stage differences, key levels and duality performance. The study also drawn two conclusions:firstly, "middle public servants" has key effects to the innovation of "small government, big society". Secondly, the key points of their behavior are on the operation mechanism establishment and process reengineering. The study has the reference value to grasp the behavior and characteristics of "middle public servants" in the process of local government system’s innovation.
