| The withdrawal system of the civil servants is an important part of civil servantsystem. The construction and perfection of the withdrawal system of the civil servantsare good for the reform of the traditional official personnel management system, theguarantee of civil servants’ right of career choice and country’s right of personnel choice,the optimization of the internal structure of civil servant system, and the formation of thenormal metabolism mechanism of civil servants.This thesis, adopting institutional change theory as its framework, systematicallyanalyzes and discusses the real situation of the institutional change of the withdrawalsystem of the civil servants in Liaoning Province from the perspective of behaviorassumption, transition path, and transaction cost. It summarizes the problems during theprocess of institutional change and their reasons and proposes the countermeasures,which is of great theoretical and practical significance for the perfection of thewithdrawal system of civil servants in Liaoning Province.This thesis will be divided intosix parts. The first part is an introduction, including the research background, researchsignificance, literature review, innovative points and research methods. The second partis about the brief summary of the related concept and theory, defining the related conceptof the withdrawal system of the civil servants, summarizing the constitution of thesystem, illustrating the analysis framework of institutional change theory from threeaspects: behavior assumption, transition path and transaction cost. It is the theoreticalfoundation of the whole thesis. The third part is a review of the history and presentsituation of the institutional change of the withdrawal system of the civil servants inLiaoning Province. The fourth part points out the problem of the current withdrawalsystem, including ambiguous self-orientation, high transaction cost, path dependence andtime lag; The sixth part proposes the major solution to the existing problems, which aremainly making clear the direction of the institutional change, deducing the transactioncost, developing definite transitional path and boosting the socialization process of theinstitutional change.This thesis mainly adopts the literature research method, systematic analysis method and positive method. Combining with the history and current situation of LiaoningProvince, it summarizes the changing process of the withdrawal system of the civilservants in Liaoning Province. The development and perfection of this system is along-term process, which calls for the on-going innovation in practice so that it can keeppace with the times. |
