By the study of case of PAS, we study the characteristic of institutional innovation in China and the action model of institutional entrepreneur which is mainly include the ertrepreneur of telecom carrier and the PHS system supplier.PAS (Personal Access System) is one kind of telecom service which based on a wireless communication technic from Japan named PHS. China has reformed this technic in order to suit the needs of the fixed telephone network. As a wireless communication sevice PAS has limited mobile which can roam in a local network, but it is forbided roam between diffirent local networks by the industrial policy.In a long term the market of mobile phone is monopolized by the bi-oligarch: China Mobile and China Unicom. Because the severe regulation, the price of mobile phone is very high and the profit is several times than the fixed telephone. But this profit is external to the local telephone carrier which is feazed by slowly increase performance and the appearance of PAS gives them a chance to internalize the external profit. By the struggle of the institutional entrepreneur represented by Wu ying the CEO of UT Starcom (China) and the ertrepreneur of telecom carrier and the press of mass media and the potential gainer, the MII of China central government shift their policy form PAS especially oppose to construct PAS network in the big city to "un-support, but noninterference". At the last PAS breakthrough the policy base line which forbidden construct PAS network in super city like Beijing Sahnghai and Guangzhou and spread all over China and obtain the offical authorization. By study this case we can get some conclusion about behavior model of China institutional entrepreneur and the institutional innovation as follows: The innovation of institution needs the sensitivity to institution, innovation, adventure and persevere. The process of institutional innovation popularly can be divided into two phase. The institutional innovation needs non-openly test the new institution logic. The institutional innovation in China mainly dependent the force of mass media instead of law.The result of innovation in Chian isn't universal.
