Study On The Administrative Mediation Of The Grass-roots Public Security

At present, China’s mediation system mainly includes three parts: the people’s m ediation, court mediation and administrative mediation. The grass-roots public securit y mediation is the category of administrative mediation. In real life, the grass-roots p ublic security is not only responsible fighting against crime, maintaining social order and moreover mediating disputes. As a result, the grass-roots public security mediatio n has become an extremely important part of the administrative mediation in China an d it also plays an important role in the maintenance of social stability and the mediatio n of disputes and contradictions.In this paper, the resources of the study come from the mediation cases of Shaos hanchong Local Police Substation of Shaoshan Police Station. The paper gives dee p insights into the development and improvement of administrative mediation syste m of grass-roots public security organizations in China. The basic ideas of this paper a re as follows: first of all, the paper briefly introduces the basic theory of grass-roots p ublic security administrative mediation in China, including its definition and character istics and analyzes its operation status and value, while it also discusses the legal basi s and scope of application of the grass-roots public security administrative mediatio n. Secondly, the paper has summed up four main problems of the grass-roots public se curity administrative mediation, based on the collection and analysis of my work pract ice: first, the mediation process is not standardized; second, the police are lack of med iation skills; third, social departments do not play its role fully and last, legal consciou sness is weak in the public. To solve these problems, I finally put forward with some s olutions on the perfection of the system of grass-roots public security administrativ e mediation in China from two aspects: the construction of external system and intern al staff management in my paper.
