Research On Co-Construction And Co-Governance Of Public Security Grass-Roots Mediation

In practice,a large number of contradictions and disputes transfer to the public security organs has become a fact.Public security organs,as an important force to maintain social stability and serve the people,should shoulder the important task of resolving disputes on the basis of political mission and legal requirements.However,when the public security organs resolve difficult and complicated contradictions and disputes,it is difficult to effectively resolve the disputes because of the lack of police force and limited ability.From the angle of Coconstruction and Co-governance,it is of great significance to innovate and optimize the mediation of the public security police station.The article first puts forward the new concept of the mediation of the public order base on the basis of the law and the literature research method,and the difference between the connotation and the extension and the big mediation is defined.On the basis of this,the paper further analyzes the shortcomings of the co-construction and co-administration of the mediation of the public security base,which is in line with the traditional sense of social status and the triple meaning of the weakening of the function of the people's mediation.Secondly,using the experience summary method to summarize and analyze the existing methods and modes of public security mediation at the grass-roots level in our country,and systemically sorted out the mass work methods of Ma Changlin,the mode of public adjustment and docking,and the mode of police-law joint adjustment.Court linkage mode and trinity coordination mode,and put forward the problems existing in public security mediation at the grass-roots level.Then,on the basis of "Maple Bridge experience",according to stakeholder theory,collaborative governance theory,social control theory and public security grass-roots mediation and co-governance,the main body,content and goal of the three dimensions are studied,respectively.This provides an analytical framework for the optimization of the path of co-construction and co-governance of grass-roots mediation.Finally,on the premise of drawing lessons from the experience of mediating contradictions and disputes among the United States,Germany and Japan,according to the analysis framework,the paper puts forward the leadership of the party committee and the principle of government responsibility(organizational guarantee),which should be adhered to by the grass-roots mediation and co-governance of public security.The principle of broad participation of social subjects(personnel guarantee),the principle of lawful and reasonable understanding(requirements of means)and the principle of putting prevention first(ideological foundation),with a view to optimizing mediation personnel,perfecting and implementing the relevant system of mediation,and strengthening the material security of mediation.The establishment of social contradictions early warning mechanism and other specific measures to explain.
