At the opening of the 18 th National Congress of the Communist Party of China Hu Jintao pointed out “We should integrate the rule of law with the rule of virtue,intensify education in public morality, professional ethics,family virtues, and individual integrity, and advocate traditional Chinese virtues and new trends of the times”,“We should strengthen and improve the Party’s leadership over the work of judicial, procuratorial, and public security organs, and strengthen their ranks, so that they can fulfill their duties in carrying forward and protecting the cause of socialism with Chinese characteristics.”since then, at the fifth plenary session of the party Xi jinping emphasized “We should strengthen the ideological and moral education as well as the social integrity,strengthen the national consciousness,the legal consciousness,the social responsibility consciousness,advocate scientific spirit, and carry forward the traditional Chinese values.”Therefore,the moral construction is an eternal topic. the public security organs of the people’s police is a special kind of profession.the public security organ is not only a function of the government departments, management of social order in accordance with the law, exercise the state administrative power,but also is one of the country’s judicial organs,in accordance with the investigation of criminal cases, exercise state of executive power,therefore,the nature of the public security organ has a dual nature, there are both administrative and judicial. In recent years,the public security police and the people are not harmonious,and frequently have conflicts,strengthening the construction of the public security organ the people’s police professional ethics is of great significance.This paper consists of five parts.Chapter 1 introduction,introduce the thesis background,research value,research status, research ideas and methods,innovation and inadequate.
