The Research Of Current Police Professional Ethics Construction

The police professional morality is the sum of moral consciousness, ethics and moral practice that police formed in the process of operating and exercising police power. The police as a special profession, to depend on the state public power as a foundation, represent the national executive power, their professional moral core is "power morality". Strengthening the police professional ethics construction from the point of the state, society and police, have the important meaning. In today's society, the police professional moral problem more and more is paid attention to. The lack of professional ethics construction led to a variety of policemen's morality flaw, thereby police force of social trust is missing. Based on the deep insight into the police professional ethics construction problems and causes, the paper explored to strengthen police professional ethics construction, and puts forward the effective ways to some methods to solve the problems.Full text is divided into three sections. The first part expounds the concept of police professional ethics construction and it's significance. The police professional ethics regard national power as the core, are essentially a "power morality".Therefore it is characteristics of politics, binding and demonstration. The police professional ethics construction is the process that through organized and planned system's education and the legal constraintion and the police's moral accomplishment and practice, we will internalizes the various requirements of the moral norms as policemen's the moral requirements, improve the police's occupation morals, sets up the police noble moral quality and moral emotion and professional sentiment and professional ideal faith, formed the good professional ethics habits and conscious ethical behavior Strengthening the police professional ethics construction has three important significance: to contribute to enhance the image of national public power , construct the socialist harmonious society, improve the professional quality of policemen's.The second part analyzed the present situation of the construction of police professional ethics, and analyzed the reason of present problem. The mainstream of police professional ethics is good . The masses of the people's policeman plays an important role in socialist modernizing construction,and make positive contribution in the development of socialism cause. The main problem In professional ethics construction are that, first, ethics system is still not perfect, such as regulating lossing, lacking pertinence and operability, no contacting to police interests, lack of restraint dynamics, responsibility implementation is not complete, etc. Second, supervision mechanism need to further perfect. Internal police inspector system, external organ of state power , the masses and the supervision of public opinion need to be further strengthen. Again, professional ethics education is not in-depth. Mainly displays in that heavy infusion and light education,and moral example strength does not well develop,and the lack of improving morals police consciously because of security system not implementing. Fourth, moral problems existing in the construction led to police morality flaw, which reflect that lack of the responsibility to crowds, legal justice, the sense of honor. Moral problems existing in the construction has the profound social, economic and cultural reasons: First, from the overall the police professional ethics construction is not valued. Some of the public security organs only ephasis the business, and ignore team's ideological construction. Second, market economy impact on police professional ethics construction. The mechanism of market economy form the shock to morality construction because of one-sided money tending to benefit, the differences with the moral principles such as pursuit of utility of moral sanction and the weakening of morality construction. Third, China traditional culture the influence on the police's moral construction. Traditional culture of "imperial concept" and traditional characteristics of social relations of "human society" led to negative effects on the police professional moral construction . Fourth, the police professional internal imperfect construction formed ethical construction restriction. Internal problems existing in the construction of ethical construction,such as the police employment system, public security management system, legislative and judicial system, also formed constraints.The third part explain the path of the police professional ethics construction. First, we should perfect the police professional ethics system, make institutionalization. The main methed is perfecting existing ethics system, deepening the standard of operation, and promoting the legal construction of police professional morality. Second, we should strengthen the police professional ethics education. Strengthening the police professional ethics education is maily focused to loyal to our motherland, and establish strong patriotic consciousness.Loyal to the people, and set up the consciousness of serving the people. Loyal to law, and establish justice enforcement consciousness;. Loyal to his own job, and set up loving thoughts. The path that police professional ethics construction realize is organizing study, strengthening the police ethics education ,reinforcing school education and on-the-job education, strengthening police moral habits. Third, we should improve the police occupation morals self-consciousness. The people's policemen should take self- reverence, self-encouraging introspection, and become the external binding to ethics of positive internal demand, therefore improve the moral self-consciousness. Fourth, we should strengthen the people's police ethical behavior's supervision. On the one hand, we should improve internal supervision by building strong internal inspector's team , balanceing and sounding mutual supervision between the departments ,forming long-term effective mechanism. On the other hand, we should improve the external supervision by strengthening the supervision of the organs of state power, maintain the restriction balance between the judicial authorities, strengthening the supervise of population and the supervision of public opinion, so as to achieve the police ethical behavior overall effective supervision.
