Research On Professional Ethics Construction Of People’s Police In Remote Areas

People’s Police is the power of national public security administration and criminaljustice which has armed nature. It is an important tool for People’s Democratic Dictatorship.With the development of times and society, the18thNational Congress of the communist partyof China puts forward higher requirements in political and legal work. Under the new situationof profound changes in world, nation and party, as the main force to fight crime and maintainstability，the public security organs is shouldering more arduous historical mission andresponsibility.Fuxin Mongolian Autonomous County is known as the “cradle of Khitan” which islocated in western part of Liaoning Province. The county belongs to the low hilly land andeconomic conditions are relatively hard. The regional ethnic characteristics of this area is largemixing-up and small settlement which decides the complexity of the region’s local relations.The area has more than400policemen. Under the heavy tasks and difficult conditions, thesepolicemen were working for maintaining stability and fighting crime. They paid hard labor andtremendous sacrifice for national stability, social peace and happiness of people.At the same time, we must have a clear understanding that under the new situation insocialist market economy, the people’s police team faces a variety of cultural ideological trendtest. It is inevitably undergoing a profound reform in cognitive standard，value orientation,political quality, moral values and other fields. Of course it also presents a diversifieddevelopment trend. With the new changes in the means and forms of crime, there are newdemands in professional quality of the people’s police. In the affirmation of the mainstreamideology and advanced deeds, however, at the same time, we also found that there are a lot ofproblems such as the low level of the overall quality and enforcement, the phenomenon ofillegal, disciplinary violations and corruption. These problems destroyed the reputation of thepeople’s police and damaged the image of the people’s police.To objective and accurate grasp professional ethics of people’s police in Fuxin MongolianAutonomous County has not only great significance to the region, but also enlighteningsignificance for studying professional ethics of people’s police in other areas. The surveyfound that the minority people’s police in remote areas have some problems which cannot be ignored. Such as, inconstancy in political stance, not profound in theoretical knowledge andsense in purpose and responsibility, vulgarization in motivation, low level in law enforcement,imperfection in self-awareness and behavior and poor in physical fitness. For these problems,the author proposes specific countermeasures to strengthen the quality of professional ethics inremote areas. The countermeasures include strengthening ideological and political education,building evaluation system, setting up training platform and perfecting the people’s policework security system.
