Predicaments And Breakthroughs Of Governments Coping With Internet Media

Internet media, named as the fourth media, is an emerging information dissemination tool after the traditional media including newspaper, broadcast, TV, etc. With the explosive growth of internet and mobile internet users, internet media is increasingly important in application performance and influence and it is becoming the main field of public life in internet era. Besides, internet media brings some public problems like internet public opinion, internet political mobilization and internet crisis, so governments need to take measures to find solutions for good social opinion and internet order. In recent years, the Chinese government constantly explores specific strategies for internet media. The positive actions taken by government for new situation and new problems brought by internet media under complicated domestic and international environment are the crucial parts to guarantee national internet safety, promote economic and social development and improve the informatization level of public service. There are important research value and practical significance.For various predicaments of governments when coping with internet media, governments need to take active countermeasures in aspects of concept ideas, laws and regulations policies, system and mechanism, quality and capability. Based on the analysis of the theoretical discussion and practical measures conducted by domestic and overseas governments for new problems and new situation brought by internet media, this thesis, combined with many typical unreasonable cases about internet media handled by local governments, has a deep research on difficulties of internet media and breakthrough strategies taken by Chinese government. Hopefully, it can be helpful to improve the problem-solving ability of government for coping with internet media. Structure of the thesis is as follows: The introduction part includes research purpose and significance, domestic andoverseas research and practice status, research ideas and approaches, research innovation and deficiencies, etc. Three parts are included in the main body of the thesis: the concept and characteristics of internet media, the status and difficulties for governments coping with internet media and the breakthrough measures. The specific contents are as follows: Part one answers the question of what is internet media and analyzes its characteristics and main influences it brought to public life and it is the logical basis to neutralize government’s predicament and win an advantage. Part two has a deep analysis on government’s predicament coping with internet media. It is aimed to provide point of strength and foundation for governments. Part three points out how to start breakthrough and strategies for predicaments of concept and thinking, laws and relations policy, system and mechanism and also government’s quality and capability. The conclusion part concludes the main idea of the main body and puts forward the contents that need to be further researched.
