Research On Government Governance Strategies For Network Mass Incidents In The Self-media Era

Mobile Internet,we media,big data and other key words have led the era of the most dynamic and new areas.At present,China is experiencing "a great change in the past thousands of years".Its economic structure,political structure and social structure have been experiencing tremendous and profound changes.Continuous transformation of economic transition,value concept and benefits pattern,various interest groups present "avulsion",which lead all kinds of contradictions,disputes and conflicts becoming increasingly evident.accompanied by the incidence rate increased of the network group events year by year.It engender characteristics such as strong sudden,and uncertainty of trend,which bring great challenges for Cyberspace Security Governance,social management.It has seriously affected the process of political reform,healthy economic development and social harmony and stability.It is no surprise to explore governance strategy of the Internet group incidents governance strategy as a major research topic in China’s political field and public management practice.Traditional social governance "three board ax" has been unable to adapt to the current needs of cyberspace governance.The rapid development of the Internet calls for the innovation of network governance strategy.The mobile Internet,especially since the media technology has made great progress in micro-blog and We Chat as the representative,promotes the transition of social governance mode form "one-way management" to "two-way interaction","line of governance" to "integration of online and offline","single government supervision" to "government cooperative governance".This paper will take place from the form,the mobilization process,the spreading rule of the network group events and summarize the experience of our government departments using the network,network management by means of analyzing the status quo of the governance of the network group events.Finally,this paper put forward the strategic advice of preventing and managing the network group events media on behalf of the government.This paper describes the related concepts of the network group events and the main participant of group events and its subject characteristics,propagation law of the network group events,by using case analysis,statistics and other methods to analyze the forming process,the propagation law,the internal mechanism and the reason of frequent happen of the network media era group events.Through the analysis of the major challenges and problems faced by the government governance of the network group events,expounding the importance of strengthening the government control and management of the event of network in we-media era.Combining with the current situation,the government departments put forward the countermeasures and advice of the disposal principle and the linkage mechanism of network group events and strengthen the network media literacy training and other aspects of the public.It can provide a reference for government departments to manage network mass incidents,and help the relevant departments to master the initiative of network governance,which can change the biggest "variable" of Internet to the biggest positive energy.
