The Theory Of Reflectiob Of Science And Technology Diplomacy Practice In China

Science and technology diplomacy is a kind of diplomatic way,an important part of the overall diplomacy and an important driving force of scientific and technological development in China.With the continuous progress of science and technology,we put more and more emphasis on the role of science and technology and the influence and importance of science and technology diplomacy has become increasingly prominent,it becomes the focus of concern of the experts and scholars in home and abroad gradually. Our research on science and technology diplomacy has made some achievements in theory and practice,but there are still some shortcomings in related research.From the "diplomacy- science and technology diplomacy- philosophy of science and technology" cross disciplines, this paper analyses and studies the theory and practice of science and technology diplomacy, puts forward some new research results.It describes the relationship between science and technology diplomacy and diplomacy,as well as the connotation,history background and the form of science and technology diplomacy.It points out the third technological revolution,the development of globalization,the rise of global issues and diversification development of diplomacy are the most direct and fundamental cornerstone of science and technology diplomacy.It discusses the development history of science and technology diplomacy and analyzes the theory and practice of science and technology diplomacy under the different backgrounds of science and technology diplomacy in different periods. It summarizes up our diplomatic goals from "science and technology diplomacy for science and technology" to "science and technology diplomacy for politics" to "science and technology diplomacy for economics" and to the current "science and technology diplomacy for technical innovation".It studies the current development of science and technology diplomacy and makes out theoretical reflection of Chinese science and technology diplomacy practice, mainly from the themes, relations, content and assessment four parts of science and technology diplomacy. It points that the development of science and technology diplomacy in the future should develop fromthe internal to external competition,from one-way service to the balance of domestic and international,from the technical input to the technical linkage,from the political assessment to the moral assessment.Finally,this paper analyses the opportunities and challenges of Chinese science and technology diplomacy at this stage and emphasizes the importance and the necessity of enhancing science and technology diplomacy further.
