Research On The Practice And Theory Of Chinese Communist Party's Science And Technology Diplomacy

As the influence of the economic globalization and technology globalization becoming more and more serious, the international competition based on economy and technology turns into the main subject. The science and technology diplomacy also plays an important role in the development of foreign relations. The Communist Party of China (CPC),as the administration party of China, is the leading power in the modernization of socialism with Chinese characteristics. It is of great scientific meaning and realistic value to investigate the CPC's science and technology diplomacy both on theory and practice.The first section defines the concept of the science and technology diplomacy and analyses its inner principle:science and technology has a profound impact on the international relations; the science and technology diplomacy has the duality, it has the advantages both in the soft power and the hard power, and it joins the science and diplomacy together; the science and technology diplomacy extends the connotation and denotation of foreign relations, which improves the national development and international cooperation.The second section presents the development of the CPC's science and technology diplomacy, which includes:the preparatory stage from 1921 to 1949, the initial stage from 1949 to 1956, the devious development stage from 1956 to 1978, the maturity stage from 1978 to 1992, and the great development stage from 1992 to 2010.The third section deeply analyses the development of the theory of the CPC's science and technology diplomacy by combining with the second section. It includes the theoretical foundation:independence and self-reliance; the breakthrough of theory: developing the diplomacy through science and technology; the theoretical innovation: taking the national interests as the guidance and making the science and technology diplomacy serves the economy development; and the theoretical intensification: sticking to the principle of host-oriented, equality and mutual benefit, and taking the science and technology diplomacy into the consideration of the strategy of whole nation.The last section introduces some politic recommendations on the development of the CPC's science and technology diplomacy:such as insisting on the CPC's leadership on the science and technology diplomacy; taking the development of the science and technology diplomacy as an important support to improve the development and innovation of our country; making the most of the science and technology diplomacy from a strategic height and establishing correct science and technology diplomacy strategy; enhancing the connection among science and technology diplomacy and other diplomacy strategies, coordinating the development of science and technology diplomacy and the overall diplomacy; and then make full preparation to meet the challenges while developing.
