As a kind of human original emotion, fear is the prediction of future evil, which would achieve an enhanced state of spiritual anxiety by the individual’s imagination. It is a threat against individual desires and have psychological expectations of a disturb or violation breed in the individual’s mind.Fear discipline quietly human behavior rule according to their social status. When the governors treating the fear as political games weight, making Machiavellian applications from the operating level, having tool-orientation definition from the construction level and taking a preventive mediation from the value level, fear would spread among social members and become harshness in the political field, while force us to put forward a variety of different political thoughts and political design to relieve or mediate nervous state caused by fear. In face of fear, we can take a positive action "to eliminate the fear as the goal" or can take a negative action "to escape the fear for the selection". The two patterns response to political design or theoretical thoughts about fear targets through the ages, also reflect the changes of individual mind. It can be said that in the process of political modernization, every time the group life style changes, can be found the ghostly figure of "fear". It projected on the throne of politics, become a weapon in the hands of power and ultimately threat to individual’s spirit and material life. Today, the political effectiveness is challenging with question and contempt. Conspiracy and The End Theory flourish in our public life. Fear is not the basis of political life, but just some symptoms of social conflict and political discord. We not only need to regain the faith of "we can take control of our own destiny", but also to avoid becoming an ideological extremist, remembering the "ethics of responsibility" which Weber said to make up for fanatical beliefs.
