Study On The Problem Of New Rural Social Assistance System In China

In rural areas in our country, has a large number of poor people, all kinds of rural development issue has become the current our country the main drag in the urbanization process. In numerous rural development issues, social assistance problem is serious, the relevant system and system construction lags behind, many rural people rely on their own will not be able to ensure to maintain a minimum standard of living. Along with our country all levels of governments are increasingly concerned about the problem of agriculture,rural areas and farmers in the rural social assistance system in the process of the construction and improvement of the problems and the insufficiency is worth our study, and to solve and improve the countermeasure.Based on the current situation of rural social assistance system in China, this paper took Shouguang in Shandong province as the research object, studied on the investigation and data summary of its rural social assistance for in-depth analysis of the current situation and problems, on the basis of perfecting countermeasures are put forward. Main research content is as follows : first, in this paper, on the basis of the research background, significance,current research situation at home and abroad about the rural social assistance by combing and summary, put forward in this paper, the research contents, research methods, innovations and deficiencies; Secondly, this paper expounds the research of rural social assistance system of related concepts and theoretical basis, and the development of China’s rural social assistance system is summarized, that after the founding of the development of China’s rural social assistance system has experienced the establishment period, reform, development and recession period, thus formed the current China’s social assistance system overall framework and content; Again, on the basis of the basic situation introduction of Shouguang, for Shouguang rural minimum living security system, the five guarantees system, the natural disaster relief, poverty relief, medical treatment, education assistance, legal aid, housing assistance, generally analyses the basic situation of social mutual aid, and as the problems existing in the construction of rural social assistance system is summarized, mainly manifested in four aspects, respectively is rural social assistance related laws and regulations is not sound, imperfect management system of rural social assistance, the government investment amount far cannot meet the demand of social assistance, rural social assistance standards generally low; Finally, under the guidance of social assistance related theory, based on the present situation of Shouguang of rural social assistance, in allusion to the problem of the existence of put forward the countermeasures of improving as the new rural social assistance system, thought should be through the strengthening of rural social assistance legal system, perfect the rural social assistance related laws and regulations to solve the problem of rural social assistance of relevant laws and regulations is not sound, should be a clear division of responsibilities among various units in the social relief work, attaches great importance to the ability of the rural social relief team service to solve the problem of rural social assistance management system is not perfect, should be through enhancing finance as the main source of rural social assistance funds, support the development of the charity to promote diversity of relief to the total government spending funds can’t meet the demand of social assistance,should by integrating the relevant resources, enhance the rescue timely rescue department subsidies and aid to solve the problem of rural social assistance standards generally low. I hope it can perfect the rural social assistance system to provide reference and countermeasures to guide case for Shouguang and other areas in China.
