Research On Public Security Management Of Hunan Province And Its Countermeasures

As our country is now in a high-risk of global environment, the traditional national security and public security governance system is more than inefficient to deal with all sorts of cross-border risk and crisis. With all kinds of public security issues and incidents become more and more frequently, the ability to administer public security of the government is now facing severe challenges. Judging from the current situation in our province, there are also many weaknesses, for example, defective integrated management, hindered functional departments’ coordination, inadequate legal system of public security administration, and the lack of emergency rescue ability, all of these caused a direct impact on the efficiency of our administration work and the public’s sense of security and satisfaction. However, to deal with these challenges effectively, what we need is to integrate all resources of each department, then establish an integrated public security governance system that is mature, efficient and complete. At the same time, to address the new requirement of promoting the modernization of national governance ability, and to figure out how to improve the public security governance system, is also a major issue in our 13 th five-year-plan that should be seriously studied. By summarizing the main achievements in our public security governance system, and analyzing various problems, performance and reasons that existed in the system, this article proposes the guiding theory and target mission of our public security governance system under current situation, which should be improving from 4 aspects as following: sound public security organization, upgraded public security prevention and control system, improved public security insurance system, and well-fostered public security culture system.
