Research On Local Government Behavior In The Development Of Rural Tourism

Rural tourism-a new tourism pattern-has showed a good momentum of development, which started in the 1980s in China. It has a positive effect in economic, social and cultural development in rural areas that can solve the "three rural issues", improve the rural appearance, and promote the construction of new countryside, urbanization and the beautiful countryside. During the process of rural tourism development, improper governmental action has a serious negative impact on local development. So how to optimize government behavior in rural tourism becomes a new focus of the Chinese government.The local government related to the development of rural tourism has been taken as the research object in this article. According to the research ideas of "proposed the question, analysis question, solve the problem", and the comprehensive application of literature analysis, survey in the field, case study, system analysis and so on, the government behavior in the development of rural tourism has been analysed. And then, the research background, purpose and meaning have been briefly described first in this article, and the domestic and foreign related research of government behavior in rural tourism have been analyzed and discussed on the basis of referring to a great deal of literature, while the concept of rural tourism and government behavior, and the theory of public goods, service-oriented government and market failure, which should be used, have been clarified to lay the foundation for research and analysis. Next, the domestic status of government behavior, including the positioning and specific performance of government behavior, in the development of rural tourism for the present has been analyzed in this article, and by taking Houyu town of Changle Municipality as an example, the status of government behavior in rural tourism of Houyu town for the present has been found out, the defect of government behavior in the development of rural tourism of Houyu town has been analyzed, and the causes of the problems in the government behavior of Houyu town have been deeply analyzed. Last, suggestions that enhancing government service concept, provision of infrastructure, innovating marketing mechanism, setting up specialized agencies, training management personnel, and perfecting the construction of legal system, have been put forward to optimize local government behavior in the development of rural tourism on the basis of the analysis above, which would push forward the healthy development of rural tourism.
