A Study On Community Corrections For Juvenile Offenders In Jinzhou New District Of Dalian

Nowadays, juvenile delinquency has been developing into an increasingly prominent social issue which hinders the social development. It does not only jeopardize social stability and harmony, but also severely affect the implementation of national policies on the development of juveniles.As a special social group, the juveniles have specificities in the age structure, which correspondingly determines their particular physiology and psychology. In this sense, it is more and more important for the whole society to protect juveniles’ rights and interests. Since the beginning of the reform of opening-up policy, China has dedicated to the protection of juvenile offenders and constantly revised domestic relief policy in different backgrounds, which brings a remarkable achievement. This paper systematically analyzes the community correction for juvenile offenders in Jinzhou New District from the perspective of public administration. Under the background of rapid development of Jinzhou New District, focusing on the problems arising from the social management, taking juvenile offenders as a target group and the improvement of the community correction for juvenile offenders in Jinzhou New District as the research purport. The current situation of the community correction for juvenile offenders in Jinzhou New District is analyzed through the theories of the socialization and re-socialization theory, hygiene-motivational factors theory, social control theory and as the present deviation is concluded. By learning from the experience abroad and advanced domestic provinces and cities, some suggestions are put forward to improve the correction for juvenile offenders in Jinzhou New District.
