Futian District Shenzhen Government Decision-making Mechanism Construction Problems And Countermeasures

From the perspective of public management, administrative decision-making is the behavior that the state administrative organs make a great decision to realize the function of the state and social public affairs. In modern society, with the continuous enrichment of the connotation of the administrative power and the scope of the growing, the administrative decision-making, especially the local government decision-making on social life, the impact of the deepening. To sum up the experience and practice of local government in administrative decision-making, the objective analysis of the current situation and problems, combined with the actual research to solve the problem, improve the local government decision-making mechanism, has important theoretical and practical significance.Under the guidance of Marxist theory and the theory of law, taking Futian District Shenzhen as an example, this paper analyzes the status quo, problems and reasons of Futian District government decision-making mechanism, and puts forward some suggestions on improving and perfecting the construction of Futian District government.In recent years, the Futian District Shenzhen Government under the correct leadership of the municipal Party committee and municipal government and the District, in the District People’s Congress and CPPCC area support and supervision, adhere to the "market-oriented, legalization and internationalization" main direction of reform, adhere to the rule of law and building a government under the rule of law, and strive to create a fair and impartial rule of law environment of Futian. In the establishment of a sound administrative decision-making mechanism, introduced a series of related systems, achieved initial results. But at the same time, there are some problems, such as the division of decision-making authority is not clear, the procedure is not standardized, public participation is not high, the responsibility of the system is missing and so on. On the basis of in-depth analysis of its causes, the author puts forward countermeasures and suggestions from five aspects:improving the legal consciousness of administrative decision making, the legal procedure of administrative decision-making, the internal rules of administrative decision-making, and the establishment of a sound administrative decision-making.
