Government Decision Analysis Of Shenzhen Municipal Government To Control Traffic Congestion

Traffic space affects urban layout and traffic speed determines urban efficiency.With the rapid growth of urban economy and society,the development of Shenzhen's transportation is facing challenges including continuous high traffic demand,increasingly tense land resources and fragmentation of traffic management functions.In 2009,Shenzhen Municipal Party Committee and Government carried out the overhaul(the reform of large departments)and established Transport Commission of Shenzhen Municipality.Thus,“One city,One Transportation System” traffic management system has gradually come into being.Shenzhen,With the earliest integrated transportation management model in China,Fully learned from the successful experience of urban transportation development of foreign countries,completed its coordinative transportation management and unified the management of roads and highways.the urban traffic management functions were fully integrated into the large traffic management system,the vertical function of "transport policy-planning-design-construction-operation-management-service-emergency" is realized.With an unified management of the intelligent transportation,a comprehensive solution to traffic jams has been provided.After nearly eight-year practice,these measures have benefited citizens and could therefore provide experience in exploring possible practice in transportation reform for other cities.Although the integrated traffic control system has many merits,Shenzhen Municipal Government,which is responsible for managing traffic jams,still has many problems including unclarified management role,policy malfunction,insufficient supervision and enforcement.The “banning motorcycle and electric bicycle” operation in 2016 was a vivid display of the above-mentioned problems.Although the performance management system in government can force the transportation department to enhance traffic control mechanisms,this system itself still needs to be improved.Therefore,in order to optimize the management of urban traffic congestion in Shenzhen,works needs to be done in five aspects: enhance the traffic management system,improve the government decision-making process,promote enforcement of policy of government decision-making,promote supervision of government decision-making and performance evaluation.
