Research On The Transformation Of The Village Cadre’s Functions From The Perspective Of The Village Domain Social Capital

As the people who are responsible for communicating the policies from the government, and as the spokesmen for the interests of the farmers, village cadres play an important role in the political and economic life of the rural societies and the responsibilities assigned to them are associated with the stability and harmony of the rural society. However, along with the development of the Chinese agricultural and rural areas, the administration environment of village cadres is changing. Because of the changes, the village cadres are faced with new challenges to perform their functions. Thus, it is imperative to transform the village cadres’ functions.The village domain social capital theory, which is based on Chinese rural areas, combines the micro-level villager selection and the meso-level organization and group selection with the macro-level society selection of. Due to its unique theoretical aspects and the support of the analysis tool, the village domain social capital theory provides valuable information on the transformation of the village cadre’s functions. Therefore the research constructs an analyzing framework on the transformation of the village cadre’s functions from the aspect of the village domain social capital. This research reviews the evolution of the village cadre’s functions since the foundation of the PRC, analyze the necessity and the urgency of the transformation of the village cadre’s functions and sums up the current situation of it at the macro level first. Based on the case study of villages in the north-eastern Guangxi, in the empirical part of the research, it describes the present situation and existing problems related to the transformation of the village cadres’ functions. Next, the research analyzes the problems of the transformation in light of the domain social capital theory’s three vertical levels. Based on the results, the research continues to integrate the horizontal dimension of the village domain social capital theory and explore the facilitation of reciprocity, cooperation, norm, trust and participation to the transformation of village cadres’ functions. The research presents countermeasures for optimizing the macro-environment of the transformation of village cadres’ functions, establishing the meso-network of the transformation of village cadres’ functions and developing the grassroots’ power of the transformation of village cadres’functions.The innovation of the research is taking the village domain social capital theory as the research perspective to study on the transformation of the village cadre’s functions in the new period. Applying the layers and components of the village domain social capital theory to the research has the potential of breaking the constraints of the traditional research perspective, so as to get a more comprehensive look at the reasons for the problems associated with the transformation and to present countermeasures against them.
