The Governance Of Village And The Cultivating Of Social Capital

Village governance, which has been studying so much , is no longer a new phrase. Extensively opening of Villager Self-government, since 1980s in the 20th particularly, expands a new realm for the Study of Village governance .The research of villager's Self-government becomes the focus of academic research. Following the principle of" democratic election, democratic decision-making, democratic management and democratic supervision", the academic circles are making efforts to find institutional innovation , standardize democratic management, consummate the villager's self-government .But the fact is that the execution of the villager's Self—government hasn't solved the predicament that the village governance meets , and it didn't build up the democratic country which it looks forward to , either. Practice also tells us that persistently designing institution for a village can't solves the problem by the root.In recent years, the academic circles launch the study on the village's foundation, founding the new realm of the research of the village governance .this paper tries to take social capital theory as the base , launching the research on the individual case of the XI village in northwest of Shandong Province .From special one to the general, this paper manages to dedicate a plan for the village governance. Because the academic circles disputes on the social capital theory , in the first part of this paper, the writer elaborates the present research of the village governance as well as some related problems, using a great deal of space to discuss the social capital theory, thus establishing the theoretical base for the analysis behind. The second part, mainly displays the condition and its social foundation, and discusses just a little of the case, and puts forward the importance of constructing the social capital . Finally , standing at the village's foundation , this paper points out the social capitalpredicament of XI village; then rises to a type of village study from XI village case under the social transformation, and puts forward the necessity of carrying on the cultivation of the social capital. In addition to that, combined with the new countryside building at present, this paperformulates the method to cultivate the social capital .
