As farmers’ basic life safeguard of right to use homestead, is a basic right of Chinese farmers. Land property rights system is the basic rural land system for protection of famers’ living right, it has the sociality and indemnificatory to meet the farmers’ basic need, there is a special characteristic in management and effective utilization of resources. The rapid development of cities in China has promoted the economic and social huge development since the reform and opening up. During the process of industrial and urbanization, it put forward new requirements on urban and rural harmonious development, all kinds of infrastructure to expand, leading to the demand for land bigger and bigger, take up a lot of arable land, led to a serious person ground contradiction. In the countryside, "hollow village" becoming a growing problem, combined with our country law banned free homestead circulation, therefore led to a large number homestead idle, caused the waste of land resources. And the old land property right system has disadvantages, hard to protect the interests of farmers. In order to solve the imbalance of supply and demand, resource utilization of land is not reasonable, urgent need of reforming property system of homestead in the countryside, to meet demand of construction land in the urbanization process, to solve the "hollow village" land idle waste problem. As a consequence, rural land property rights system reform to the rational allocation of land resources, to protect the interests of farmers themselves, promote the new rural development has important practical significance. Study results are as follows: In this paper, based on the development background of urban and rural areas as a whole, according to the theory of property rights theory, institutional change and performance evaluation theory as the instruction, through the questionnaire survey farmers, using comparative analysis method, analytic hierarchy process and fuzzy comprehensive evaluation method, to evaluated the rural property rights reform of the system performance in Chengdu area, analyzes the factors that affect performance, on the basis of the related countermeasures and suggestions are put forward. Study results are as follows:(1) By doing "counterpoising truly certified", "more", "land", "system gauge self-built" measures, such as the rural land property rights system reform, optimize the allocation of countryside resources in Chengdu.(2) The land property rights system reform of Chengdu performance have to 64.589, it shows that after the reform to obtain the ideal effect. Including the rural performance score which is 84.672, agricultural performance score is 63.352, farmer performance score of 61.893. Performance highest score, by a score of the rural farmers performance scored lowest, shows that the overall change is the most significant, agriculture is better. According to the different evaluation score of three indicators layer can see that although the rural land property rights system reform has brought the very good effect, but there are still some problems, including:the new rural construction is not yet perfect; after the reform of the rural environmental change impact on farmers work, life choices, caused the inadaptability of farmers, to make reform etc.(3) In order to further promote the implementation of the Chengdu rural land property rights system reform, improve the level of performance, this paper puts forward countermeasures and Suggestions include:strengthen the construction of land management and property right system reform; improve the system of modern community management; adjust measures to local conditions to adjust the reform measures; to extend the rural human capital and technology.
