To be specific, the suggestion is to implement the experimental areas concerning co-ordination between urban and rural areas by means of increasing the amount of urban construction site and the decrease of rural construction site with the aim of building the houses with small property rights when large areas of land for construction purposes are saved and a reasonable plan is carried out. The fifth chapter explains the accessory measures to the transfer of the right of land use in rural collective unit.
