Research On The System Of Party Congress Representatives Proposal

The 18th CPC National Congress put forward implementing the motion system, which is a system innovation of inner-party democracy construction after the tenure system and the internal requirement of the construction of socialist democratic politics with Chinese characteristics and the Comprehensively strengthen of the party’s construction. As a new one of the party congress system, the Motion system is important content and beneficial supplement of the party congress standing system. So, it is a form of representative democracy that guarantees their democratic rights and helps them give full play to the party. It is conducive to give full play to the party congress as the supreme organ of authority and the supreme organ of supervision within the party and has a realistic significance for inner-party democracy promoting people’s democracy and construction of the socialist democratic politics with Chinese characteristics. The 18th CPC National Congress emphasize to improve the party’s congress system, improve the workers, farmers, on behalf of proportion and implement the motion system, which is the first time in the party congress report made the important decisions about mechanism of inner-party democracy, as pointed out the direction of the further development of inner-party democracy. As the socialist democratic political theory and the advancement of democracy at the grassroots level practice, there are many problems for the motion system to be solved from the theory construction and practice.
