Exploratory Study On Protection Of The Party Representative Rights Under The Condition Of The Term System Of Office

The protection of the party representative right, it is a set of related system andoperation mechanism established in accordance with the law that ensure the partyrepresentative can effectively exercise the authority given by party’s rules andregulations and perform representative function. Since the17th Party Congress, theparty representative rights was increasing noticed.“The communist party of Chinanational congress and the congresses of the local governments at various levels andthe deputies on a trial basis to the interim regulations”, clearly formulates the rightsthat party representative enjoyed and the related problems of right protection. Thispaper takes county(district) party convention system as the research perspective,reviews and analyzes the overall situation of the current party representative, and triesto put forward how to better protect party representative from multiple perspectivesand multiple levels. It also tries to find the breakthrough at the angle of the protectionof party representative, combines with the party representative convention tenuresystem, defines the theory connotation and the practice of the party representativeprotection, analyzes some problems which the party representative protectionconfronts at present, explores its reason, and targeted the proposed solutions.This article is composed of introduction, text and epilogue. The introduction ismainly states the reasons for the problem, and it bases for the raised problem.The text is divided into three parts:The first part is mainly interprets what is party representative right、 thetheoretical connotation of party representative，puts forward the meaning of partyrepresentative protection, and explains the important significance of partyrepresentative protection.The second part is mainly aims at the new situation, and combining the currentworking situation on the implementation of party representative tenure system,expounds the main problems on restricting party representative to exercise theirfunctions and powers at present, and analyses the causes by connecting with theproblems.The third part is mainly aims for the problems on restriction of partyrepresentative functions and powers in the former part, and puts forward thecountermeasures to further ensure party representative rights.
