Dynamic Adjustment Mechanism Of Ordos City’s Public Transportation Allowances

In July 2014, "The Reform Document of Central and State Organs Official Cars System" and "Comprehensive Guidance to Push Forward the Reform of Organs Official Cars System" have been published. The reform of China’s organs official car system. According to the documents, the central and state organs should strive to basically completed the reform by the end of 2014; basically completed the local party and government organs reform by the end of 2015; completed the reform by using 2 to 3 years. According to the requirements of the reforms, Ordos city should complete the reform by the end of 2015. At the meantime, Ordos city needs to establish a scientific and reasonable standard of car stickers, and promotes completing the reform in each administrative region as soon as possible.Since oil prices,parking fees, insurance premium, vehicle maintenance costs have bigger differences in different periods, the administrative region division will also change, sometimes in different areas, different departments of official business range and frequency is different. So according to different jurisdictions of different departments, the official standard can’t completely consistent. There are many factors that can affect the car standard stickers, mainly including:oil prices changing, the geographical environment factors, the degree of public transportation is convenient, the frequency and scope of business activities, different department and the insurance premium, parking fee, maintenance fee changing. This article focuses on the relatively mature standards of car stickers, these standards will be discussed in detailed analysis and research, helping to find out the main factors which influence the standard. Figure out a proposal with the characteristics of Ordos city including public transport subsidies calculation method to satisfy with the central government’s suggestion; by collecting the comprehensive consideration of various factors, finally design a set of traffic subsidy standard dynamic adjustment mechanism.
