As an important link in the construction of smart cities,smart transportation is not only helping to solve urban transportation problems,but also helping to implement China's strategy to strengthen its transportation power.However,at present,the implementation of smart transportation in different parts of China still has serval problems such as slow progress,insufficient coverage,inadequate content,insufficient cross-sectoral relevance,and dependence on key technologies for import.The key to solving these problems is not only to solve information sharing and Issues such as core technology research and development,and more importantly,solve the problem of local government motivation.Based on the perspective of ASD theory,this paper builds an explanation framework of the three-dimensional dynamic factors of institutional structure,environmental choices and actors' preference.Taking Huai'an Smart Transportation Construction as an example,this paper analyzes the dynamic process of Huai'an City's implementation of smart transportation construction and clarifies the various dynamic factors The role and interactive relationship are mainly focused on the following contents: first of all,starting from the background and significance of the research,design suitable research methods,and elaborate the main content of the research,the problems to be solved,and the innovation and deficiencies of the research.Research related to smart transportation,government innovation,and government innovation dynamics is reviewed to understand the latest progress and shortcomings in related research.The first chapter is the concept definition and theoretical basis.It defines the concepts of local government and government innovation,discusses the meaning of smart transportation as a government innovation,introduces the theoretical basis actorssystem-dynamic theory that needs to be used,and analyzes the The agreement between the theory and this research.The second chapter is to elaborate the design and description of the case study.First,the case study method,selection basis and research steps are determined,and then the case is explained based on the data obtained by the author through interviews and field research.Chapters three,four,and five analyze the three dimensions of institutional structural dynamics,environmental selection dynamics,and actor's preference dynamics to analyze which factors play a driving role in the different stages of Huai'an smart transportation construction,and how they interact with each other.What is the interactive relationship between them.Through the analysis of the practice process of Huai'an's implementation of smart transportation construction,it is found that Huai'an has completed the introduction and establishment of smart transportation projects under policy guidance,inter-governmental competition and learning,and corporate leaders' action preferences.Then,Huai'an realized the adjustment and refinement of smart transportation projects driven by the needs of people's travel,economic development and urban transportation governance,as well as the preference of political elites.Finally,Huai'an completed the optimization and improvement of smart transportation projects through the “two-way interaction” of actors under the environmental advantages of geographical location,natural resources,information technology and the intelligent background at home and abroad.Finally,the conclusion and enlightenment section summarizes attempts to put forward the following conclusions: The implementation of smart transportation construction by local governments is accomplished through the interaction of three-dimensional dynamic factors in the input,transformation,and output stages.In the input stage,based on the external legality requirements,the leaders of the company as an actor takes the initiative to complete the planning and design of the smart transportation project and obtain funding and technical support.During the transformation phase,the political elites' preference for action has strengthened the government's internal efficiency demands,breaking through the construction dilemma and completing the adjustment of smart transportation projects.In the output stage,with the favorable conditions of environmental selection dynamic factors,actors mainly composed of political elites and corporate leaders form a joint force to promote the optimization of smart transportation projects.The transportation power and the modernization of transportation governance are the goals of China's urban transportation development.Therefore,in the future,China will promote smart transportation construction in a larger scope.To provide learning experience for other regions to implement smart transportation construction.
