State-owned cars system of our Party and government has been established for more than60years. In such a process, there are sorts of problems emerged from it execution, such as, the heavy fiscal burden etc, which has been criticized by the mass. In order to solve those problems, the every unit related put every efforts to reform. But these policies tend to fizzle out. On the opposite, accompanied with old problems, new ones are accumulated as well. It is what makes such a phenomena become the focus of the new reform of public transport system.From the ancient China federal society’s official car perspective, this paper try to introduce some related problems and reforming policies, extending to the new system established in the new china. Based on the analysis of official cars system,we find three problems as follows:the official car’s problems; the problems of official car system, and problems of official car system running, all the above problems are detailed analyzed in this thesis.On July16,2014, the central committee of our Party issue the paper called "official cars system reforms", which is marked as the most sweeping reform of official car system. This reform raise advice like canceling the ordinary official car usage, ordinary business travel socialization, etc. It focus on the systematical problem existed in official car usage. Concerning these problems, this paper tries to get some analysis, providing for the subsequent researchers.Concerning about the official car itself. During the practical usage of official car, part of convert the official cars into private usage. Based on the theory of broken window, we find that it is the problem that the staff in the government who lack the awareness of self discipline. It shows that we are able to arrive our reform destination through the internal and external guarantee. Therefore, the official car reform require the staff who works in the Party and government should have highly self discipline, change the style of work, try to solve these questions from the bottom of our mind.Concerning about the classification of official cars usage, there is still existed some problems. With reference to the official activities classification method, this thesis tyr to make the corresponding classification as well, which is used as a benchmark of official cars usage. This thesis try to build the mass supervision mechanism from four aspects. In order to reduce the prevention during the reform, reasonable car allowance is very necessary. Meanwhile, with the development of social economy, the level of allowance will be improved as well. The critical problem is that how to make reasonable car allowance without causing the social contradiction and guaranteeing the efficiency of the govenment.Through research, combined with the practical condition of Anhui province, with reference to the growth rate of GDP in sereval citis, getting the specific standard of raising cars allowance in Anhui province. With reference to the laid off in state-owned enterprises, appropriate subsidies, the appropriate transfer,etc. this thesis recognize that open treatment is the best without causing social attention again.The official car usage reform in the Party and government is a revolution, in such a process, the official car reform plan of the Party and government issued by the central committee is a plateform. The critical step is to reinforce the self-disicipline of our staff in the government, the promise it to establish the perfect supervision mechanism, and the strength is to establish and perfect the reform system.
