As China steps into the important and special state of the transformation period, lots of environmental risks enter the high stage with the advance of urbanization and the process of regional economic integration continuing and various conflicts and disputes over interests increasing. Nowadays, the public order of the society has been severely damaged by the environmental risks. The first time ecological civilization up to four aspects of politics, economy, culture and society with the same height, forming a new era in accordance with the social development of "five one" construction in the report of 18 th National Congress of the Communist Party of China. At present, our country is in the stage of social transformation, the realization of sustainable development needs the government to deal with all kinds of problems caused by environmental risks.Group events caused by the environmental risk is environmental conflict for the study. According to the research in recent years at home and abroad of the data and results, especially in the recent conflict environment as the main research object, summarizes the types of characteristics of social connotation characteristics and environmental risk conflict transformation, the common characteristics and the law of development of the environmental risk analysis of the conflict, through the summary of the law, examining the present situation of the environmental risk conflict of local government governance the government found inthe responsibility for public management process, there is the concept of governance,risk warning mechanism construction and legal construction of weak links, and enterprises in the transformation of the mode of production, the level of science and technology, the concept of legal system should be improved to prevent or reduce the risk of conflict caused by environmental events when the possibility of the first problem to be solved.The research on environmental risk conflict in the perspective of prevention is an effective way to solve the conflict of environmental risks. Through history and logic unified method of classical literature, is based on the research results and case study,and strive to make a deep thinking of social transformation in reality environment risk conflict, reflection of local government in dealing with conflicts exist, as far as possible for conflict of national social emergency management and environmental risk management system provides a theoretical reference, and logical the environmental risk of conflict prevention and control way, to so as to provide countermeasures and present conflict of environmental risk governance.
