With the global warming and the development of technology, it is possible to navigable in the Arctic passage. In recent years, the international community began to focus on and research the Arctic. Historical and Political environment of the Arctic are very complex. There is no specific convention or international organization in the Arctic. The conflict is more prominent between different laws in the Arctic. This thesis is based on the study of treaties about Arctic and domestic laws in coastal states of Arctic passage. All these laws and regulations will be placed under the perspective of International Law, and will be analyzed the Conflict among them. The Conflict may cover the conflict between international treaties, the conflict between domestic laws, and also the conflict between international law and the domestic law. Arctic involves a lot of treaties, and the contracting party of these treaties is different, and the applicable of these treaties is also inconsistent, and the provisions of these treaties are differ greatly. So, there are conflicts between these treaties. The purpose of the coastal State’s legislation is to provide the basis for the country to exercise jurisdiction over the Arctic passage. Many States ignore the rules of international law. The Conflict of laws in Arctic have a negative impact on the use of Arctic passage. Coordination of these conflict would promote the Arctic Passage Navigation. This thesis will pay attention to the conflict of laws in Arctic and provide the coordinated approaches of conflict of laws. At last, this thesis will give recommendations to take protection of China’s rights of Arctic passage.
